Centennial Board of Directors confirms new executive director of student services and supervisor of special education

Warminster, PA – October 1, 2025 – Centennial School District is excited to announce that the Centennial Board of Directors has approved two key positions in our Student Services Department. Please join us in welcoming Dr. Heather Hopkins as our new Executive Director of Student Services, and Dr. Joshua Fineberg as our new Special Education Supervisor.

Executive Director of Student Services

Dr. Heather Hopkins began her career as an elementary school teacher in the Council Rock School District, where she was instrumental in developing the Intensive Learning Support (ILS) Program at Council Rock High School South, a highly inclusive initiative serving students with moderate to severe disabilities. In 2022, she transitioned to administration as the Supervisor of Special Education in the Central Bucks School District, overseeing a wide range of programs including middle and elementary special education, Extended School Year (ESY) services at the secondary level, and Crisis Prevention Intervention training.

Dr. Hopkins also serves as the Director of Special Education for the Urban Teaching Residency program at the University of Pennsylvania. In 2016, she founded the VAST LIFE fieldwork experience, a signature component of the Urban Teaching Residency program. This innovative model pairs graduate students with adolescents (ages 14–21) with moderate to severe disabilities to design and implement community-based learning experiences.

Special Education Supervisor

Dr. Joshua Fineberg currently serves as Director of Student Services at Pan American Academy Charter School, where he has successfully overseen a broad range of pupil services, including Special Education programs, counseling/mental health services, English language/multilingual learners, and student discipline. His experience in managing interdisciplinary teams has tailored his ability to integrate services effectively, ensuring that every student receives the support they need to succeed academically and personally. 

Dr. Fineberg has also implemented a comprehensive mental health initiative through school-based therapy that increased student access to counseling services and significantly improved overall student well-being. Additionally, he has designed and implemented special education programming focused on behavioral needs, providing access to specialized supports. 

We are excited to welcome both Dr. Hopkins and Dr. Fineberg to Centennial.
