CBSD reiterates its ICE-related procedures, including warrant requirement

Dear CBSD Community,

Following today’s announcement from the Bucks County Sheriff’s Office regarding Immigration and Customs Enforcement (ICE), I am writing to remind you of the district’s procedures should ICE officials ever visit a CBSD school or building. These procedures were first shared in January 2025, with a follow-up communication sent in July 2025.

First and foremost, federal law and a Supreme Court decision make clear that students cannot be denied access to a free public education based on immigration status. CBSD does not collect or maintain information about the immigration status of students or their family members.

Last January, the district established clear guidance for administrators in the event of an on-campus interaction with ICE officials. These procedures are intended to provide clarity, consistency, and reassurance. While we were advised by the ICE Philadelphia office in July that enforcement actions are not conducted at sensitive locations such as schools, maintaining clear and commonly understood protocols reflects our responsibility to be prepared for a range of situations that could impact student and staff safety.

Key elements of our procedures include:

• Valid judicial warrant required: ICE officials must present a valid judicial warrant to access any area beyond a school’s main office or reception area. Immigration warrants or administrative orders alone do not permit access to private areas, students, or staff. District leadership will not consent to access based on this type of documentation.
• Designated points of contact: Only identified administrators, members of the district’s administrative leadership team, or security staff will interact with ICE officials. Teachers and other staff will not be asked to do so.
• Immediate notification of local law enforcement: Local law enforcement will be notified, and the district’s solicitor will be contacted immediately if ICE officials visit any school or district building.
• Student-centered focus: All procedures are designed to prioritize student safety, privacy, and well-being, while ensuring compliance with federal law.
