Section RC3 Project environmental assessment now available for review

Today [November 19] marks the beginning of the 45-day public review period of the SR 0001, Section RC3 (US 1) Improvement Project Environmental Assessment. Until Friday, January 2nd, 2026, a physical copy of the Environmental Assessment will be available for review at the Langhorne Borough office, 114 East Maple Avenue. Other locations where the Environmental Assessment will be available include the offices of Middletown Township and Langhorne Manor Borough, the Langhorne Branch of the Bucks County Free Library, the Bucks County Planning Commission office, the Federal Highway Administration office in Harrisburg, and the PennDOT District 6-0 office in King of Prussia. The Environmental Assessment will also be made available electronically on the RC3 section of the US 1 Improvements Project website.
Please note that the Environmental Assessment is for in-person review only and cannot be removed from public locations or be reproduced.
The Environmental Assessment analyzes the environmental impacts of the RC3 Project and considers the two alternatives: the Build Alternative and the No Build Alternative. PennDOT has identified the Build Alternative as the Preferred Alternative. The Environmental Assessment includes an analysis of the purpose of the proposed project and the needs it is designed to meet, its impact on natural, cultural, and socioeconomic environments, avenues for mitigation of those impacts, and outreach efforts to agencies and the public.
PennDOT is also soliciting public feedback on the RC3 Project. In addition to accepting digital comments, which can be submitted using this form, comment forms are available at the Borough office and all other locations where the Environmental Assessment is available. Forms can be mailed to:

All comments must be submitted by 5:00 p.m. on Friday, January 2nd, 2026. Comments will become part of the public record associated with the RC3 Project.

On Wednesday, December 10th, PennDOT will also be holding a public hearing to afford agencies and members of the public an opportunity to formally present their views on the project.
This hearing will take place at the Sheraton Bucks County Hotel, 400 Oxford Valley Road, Langhorne PA 19047. Doors open at 4:00 p.m. and public and private testimony will be taken between 5:00 p.m. and 8:30 p.m. Comment forms will also be available at the hearing.
